Shaping circular procurement – European perspectives on effective implementation
The expert conference on the topic of “Circular Procurement” on October 7th, 2025, offers a space for knowledge transfer and strategic exchange on circular economy in the field of public procurement. At the same time, the conference provides insights into European best practices and promotes dialogue on innovative approaches and synergies for successful implementation.
Decision-makers from the federal, state, and local governments, as well as representatives from science, business, and associations, are cordially invited to participate.
Why circular procurement matters
Public procurement is a strategic instrument for promoting sustainable, circular economy, and climate goals at the national and European level. Accounting for 13–15% of gross domestic product, it not only shapes markets but also influences the competitiveness and innovative strength of Germany as a business location. With current legal reforms and administrative requirements, Germany is pursuing the goal of making procurement processes more sustainable, future-proof and resilient, reducing bureaucratic hurdles and strengthening the integration of circular and sustainable criteria in procurement procedures.
At the same time, the focus is shifting to the need to strengthen the resilience of supply chains and make public infrastructure crisis-proof. Circular procurement offers solutions in this regard: it promotes sustainable business models, supports the diversification of value chains, and contributes to the sustainable transformation of industrial processes. In Germany, the National Circular Economy Strategy (NCES) already addresses important aspects of circular procurement.
In other EU countries, too, circular procurement has been recognized in recent years as a lever for circular economy, and various projects and regulations have been launched.
The approaches and experiences of EU partners can be used to shape national public procurement, as they highlight specific implementation options and provide inspiration for new approaches.
